Sir William was first appointed Chairman of the Trust in May 2003. During his time in office, a number of significant developments have taken place within the Oxford Radcliffe Hospitals. These include:

the opening of the new Emergency Department at the John Radcliffe Hospital;

the opening of the Children’s Hospital, Oxford;
-
the transfer of adult services from the Radcliffe Infirmary, to state of the art facilities within the new West Wing at the John Radcliffe Hospital;

the construction of the new Oxford Cancer Centre (which will open in the Spring of 2008), at the Churchill Hospital;
-
considerable investment in the Horton General Hospital in Banbury, including the opening of a new Medical Assessment Unit, the installation of a new CT scanner, and the refurbishment of many areas of the hospital
-
a Strategic Review of the Trust, which confirmed its role as a preminent academic medical centre and which set it a future direction for development.
The Trust, working in partnership with the University of Oxford, has also recently become one of five comprehensive Biomedical Research Centres, funded by the National Institute for Health Research to support and develop projects in medical sciences that are focused on translating research from the laboratory to the bedside for the benefit of patients.
Over the last financial year, the Trust successfully implemented a £33 million performance improvement and cost reduction programme. It hopes to end this financial year with a surplus which can be reinvested in patient services.
Responding to his reappointment, Sir William said: “over the last four years the Trust has faced many challenges; it has also achieved great things. In addition to improving and developing patient services in many different ways, the organisation has also reached a level of financial stability which will give it an excellent platform for the future.
“I would like to thank Trevor Campbell Davis, the Chief Executive, and my fellow Board members, for their support over the past four years, and to pay tribute to staff throughout the organisation for their commitment to providing the highest quality patient care, teaching and research.
“The Oxford Radcliffe Hospitals has a dynamic future, as a preeminent academic medical centre and, I hope soon, a Foundation Trust. It is a great privilege to have the opportunity to lead the Trust through this exciting period in its history.”
Sir William has a long and distinguished career in public service in England. He was the Education Officer of the Inner London Education Authority (ILEA), Chief Executive of the Polytechnics and Colleges Funding Council, Chief Executive of the Further Education Funding Council, Chancellor of Thames Valley University and a governor of Birkbeck College, University of London. He is an Honorary Professor of Warwick University and has been awarded honorary degrees by Exeter, the Open, Sheffield Hallam and West of England Universities. Sir William was knighted for services to education in 1994.
The appointment, which was made by the Appointments Commission, runs from 20 May and is for four years until May 2011. The appointment has been made in accordance with the Commissioner for Public Appointments Code of Practice. All non-executive appointments are made on merit and political activity plays no part in the selection process. Sir William Stubbs does not hold any other ministerial appointments. In accordance with the Nolan recommendations, there is a requirement for appointees’ political activity (if any declared) to be made public. Sir William will receive will receive £22,235 a year for his services to the Trust. He has declared that he holds no political associations. Sir William is married with three daughters and lives in Oxfordshire.
