Who we are

The Procurement and Supplies Department provides purchasing and supplies services across the Oxford Radcliffe Hospitals NHS Trust. We have offices for operational staff at the Churchill Hospital, the John Radcliffe Hospital and the Horton General Hospital; the contracting team is also based at the Churchill Hospital. Through these web pages we aim to provide you with information about us, an overview of the services we provide and information about the procurement process and other related processes across the Trust.

Contract opportunities

You will be able to view a contract that we are advertising in the public domain at www.ted.europa.eu | if it is subject to the 'Public Contracts Regulations 2006' and at www.supply2.gov.uk | where we will also post relevant lower value contracts. Vendors interested in supplying to the NHS should be aware of the NHS Supplier Information Database (SID) accessible at www.pasa.nhs.uk|; it is used by many NHS buyers and vendors should register by posting as much information as feasible on the database, keeping it up-to-date for buyers to analyse at any point. Please note that all three sites mentioned use the common  procurement vocabulary (cpv) that is employed by all public sector and utility organisations in EU member states to classify contracts, and vendors would be well advised to ensure that they select all the CPVs for which they have an offer to promote.

Procurement process

The process of negotiating a contract with the NHS is different from that found in most private sector organisations. The demands placed on the NHS from external bodies such as the European Union and Government are sometimes viewed as an administrative burden, but the ethos that these demands stimulate encourages the expectation on all sides that a winning offer will be one that can demonstrate value for money to the taxpayer.

It is hoped that we have at once been able to remove the feeling that the process is a burden and provide the conditions where the Oxford Radcliffe Hospitals NHS Trust is able to obtain the best value for money from its suppliers. We try to encourage a competitive environment when this is beneficial to us and would like to hear from you if you believe there are things that we can do to assist vendors to provide lower prices and greater utility from their offers.

We have constructed a few flow-charts for the procurement of goods and services that attempt to simplify the way we conduct our sourcing in line with our own rules (Standing Financial Instructions and Standing Orders) and those of English Law (including the EU Treaty and the Public Contracts Regulations 2006). The flow-charts are fairly easy to follow once a procedure has been decided. The process is on three pages.

  2. EU process| which is as above but where the value of the contract is estimated to be in excess of £97,738 plus VAT where applicable.
  3. Leasing process| where equipment purchased from the Original Equipment Manufacturer (OEM) is to be leased by letting a finance contract.
